[BOATERS] Root river is up

The root river is HIGH, which happens rarely.  When its high, its
reportedly the best play spot in the state:  there's a riverwide surf
wave and I've seen someone do a spiral there...

Its two hours away, so if you've got some time to spare and a boat to
use, I highly recommend it:
